Dr. C. Theodore (Ted) Koebel is Professor of Urban Affairs and Planning and Co-Director of the Center for Housing Research at Virginia Tech. Dr. Koebel served as the Director of the Virginia Center for Housing Research from 1990 to 2005, as Senior Associate from 2005-2009, and currently oversees Research Development as Co-Director. A large portion of Dr. Koebel’s work has addressed assessing housing affordability; housing policies and programs; affordable housing development; neighborhood redevelopment; community acceptance of affordable housing; housing market assessments segmented to low and moderate income housing demand; regulatory impacts on affordable housing; diffusion of innovative housing technologies; and sustainable communities. He has directed research sponsored by the National Science Foundation, the US Department of Housing and Urban Development, and by numerous localities and nonprofit housing organizations. He has served as an advisor to several governmental and nonprofit housing organizations throughout Virginia and chaired the Board of Directors of Community Housing Partners, the largest nonprofit housing developer in the Southeast, from 1997 to 2009. more ...



Marilyn Cavell

Ms. Marilyn Cavell is a Research Scientist and Co-Director of the Virginia Center for Housing Research at Virginia Tech. Ms. Cavell has been with the Center for 20 years and is responsible directing Center operations and research projects. Her research is concentrated on affordable housing, sustainability, and "green building" with expertise in data analysis and project management. Ms. Cavell has worked with the US Department of Housing and Urban Development on numerous projects in addition to her project work for Virginia localities and nonprofit organizations. She currently serves as Principle Investigator for a sponsored project resulting in a Housing Affordability Sourcebook, an interactive affordability tool designed and maintained for Housing Virginia. She completed her undergraduate work at the University of North Carolina at Chapel Hill and received a Master’s Degree in housing from Virginia Tech.
